PROJECT
MANAGEMENT
PART
1
-
GENERAL
1.1
MANAGEMENT
TEAM
A.
During
the
term
of
this
construction
Contract,
the
CONTRACTOR
shall
maintain
a
management
team
which
consists
of
a
minimum
of
five
(5)
positions.
These
positions
shall
consist
of
the
following:
1)
Project
Manager,
2)
Project
Superintendent,
3)
Safety
Representative,
4)
Commissioning
Coordinator,
and
5) Project
Scheduler.
1.2
PROJECT
MEETINGS
A.
This
section
modifies
the
General
Requirements,
section
entitled
“Meetings”.
OCSD
and the
CONTRACTOR’s
Management
Team
shall
meet
as
needed
for
the
construction
and
commissioning
of the
Project.
As
a
minimum,
the
OCSD
and
the
CONTRACTOR
shall
meet
as outlined
herein.
PART
2
-
PRODUCTS
2.1
GENERAL
A.
The
individuals
assigned
to
each
position
of
the
Management
Team
shall
have
a minimum
of
five
years
of
experience
in
performing
similar
functions
on
projects
of
similar
type
and
magnitude
unless
otherwise
specified.
The
CONTRACTOR
shall
submit
resumes
and
job
descriptions
for
each
member
of
the
Management
Team
as
outlined
in
Section
01711,
Mobilization
and
Demobilization.
2.2
PROJECT
COMMUNICATION
PLAN
A. OCSD
and
the
CONTRACTOR
shall
develop
a
Project
Communication
Plan.
The
Project
Communication
Plan
shall
identify
the
organization
relationships
between
the
CONTRACTOR’s
Management
Team
and the
OCSD
Team.
The
Project
Communication
Plan
shall
show
primary
communication
links
between
the
CONTRACTOR
and OCSD.
The
Project
Communication
Plan
shall
also
define
the
information
needs
for
the
Project,
including
(1)
generation
and
collection
of
information,
(2)
dissemination
of
information,
and (3)
storing,
updating
and
archiving
information.
B. The
Project
Communication
Plan
shall
clearly
reflect
the
contractual
relationship
between
the
OCSD
and
the
CONTRACTOR.
Any
and
all
communication,
which
impacts
the
schedule
cost
and
quality
of the
Project,
shall
be
between
the
OCSD
and
the
CONTRACTOR.
The
CONTRACTOR
shall
be
responsible
for
the
communication
between
Subcontractors,
suppliers,
vendors,
and
manufacturers.
2.3
RISK
MANAGEMENT
PLAN
A. A
risk
has
a
cause
and,
if
it
occurs,
a
consequence.
Risk
management
is
the
systematic
process
of
identifying,
analyzing
and
responding
to
risks
which
would
result
in failure
to
meet
the
Project
schedule,
budget
and
quality
requirements.
The
Risk
Management
Plan
shall
include:
(1)
identifying
risks
and
their
triggering
events,
(2)
analyzing
the
probability
and
impact
of
the
risks,
(3)
preparing
risk
response
plans,
(4)
maintaining
a
risk
management
log,
and
(5)
contingency
planning.
PART
3
-
EXECUTION
3.1
GENERAL
A.
The
CONTRACTOR
shall
define
and
outline
the
roles
and
responsibilities
for
each
Management
Team
member.
3.2
PROJECT
MANAGER
A.
The
CONTRACTOR’s
Project
Manager
shall
be
the
duly
authorized
representative
of the
CONTRACTOR
on
the
Project.
The
Project
Manager
shall
be
authorized
to
sign
all
Project
documents.
The
CONTRACTOR
shall
provide
a
description
of
the
role
and
responsibilities
of the
CONTRACTOR’s
Project
Manager.
3.3
PROJECT
SUPERINTENDENT
A.
The
CONTRACTOR’s
Superintendent
shall
be
responsible
for
the
daily
management
of the
Project
activities
and
shall
be
full
time
at
the
Project
site.
The
CONTRACTOR
shall
provide
a
description
of
the
role
and
responsibilities
of
the
Project
Superintendent
as
required
by
the
General
Conditions,
section
entitled
“Supervision
by
CONTRACTOR”.
3.4
SAFETY
REPRESENTATIVE
A.
The
CONTRACTOR’s
Safety
Representative
shall
manage
every
aspect
of
health
and safety
on
the
Work
site
including
the
health
and
safety
of
Subcontractors,
Suppliers,
OCSD
Staff
and
other
persons
on
the
Work
site.
The
CONTRACTOR
shall
provide
a
description
of
the
role
and
responsibilities
of
the
Safety
Representative
in
executing
the
requirements
of the
General
Requirements,
section
entitled
“Safety”.
3.5
COMMISSIONING
COORDINATOR
A.
The
CONTRACTOR
shall
engage
a
professional
Commissioning
Coordinator
in
accordance
with
Section
01810,
Commissioning.
The
Commissioning
Coordinator
shall
be
experienced
in the
start
up
and
operation
of
wastewater
facilities
of
the
type
and
magnitude
of
this
Project.
The
CONTRACTOR
shall
provide
a
description
of
the role
and
responsibilities
of the
Commissioning
Coordinator
as
outlined
in
Section
01810,
Commissioning.
3.6
PROJECT
SCHEDULER
A.
The
CONTRACTOR
shall
assign
a
full
time,
on-site
Project
Scheduler
to this
Project.
The
CONTRACTOR
shall
provide
the
resume
of
the
Project
Scheduler
and
shall
outline
the duties
and
responsibilities
of the
Project
Scheduler
as
required
in
Section
01300,
Contractor’s
Construction
Schedule
and
Reports.
3.7
PROJECT
MEETINGS
A. The
CONTRACTOR’s
Management
Team,
including
primary
Subcontractors,
shall
attend
the
Preconstruction
kickoff
meeting.
OCSD
will
prepare
the
meeting
agenda.
B.
Construction
scheduling
conferences
shall
be
held,
as
needed,
to
review
and
obtain
the
ENGINEER’s
acceptance
of
the
Baseline
Construction
Progress
Schedule
and
other
required
scheduling
reports,
as
specified
in
Section
01300,
Contractor’s
Construction
Schedule
and
Reports.
C.
A
minimum
of
three
(3)
meetings
shall
be
held
with
the
CONTRACTOR’s
Management
Team
during
the
initial
sixty
(60)
days
of
the
Project
following
the
effective
date of
the
Notice
to
Proceed
to
develop
a
Project
Communication
Plan.
OCSD
and
the
CONTRACTOR’s
Management
Team
shall
meet
every
three
(3)
months
to
update
the Project
Communication
Plan,
until
the
Notice
of
Substantial
Completion
is
issued.
D.
A
minimum
of two
(2)
meetings
shall
be held
with the
CONTRACTOR’s
Management
Team
during
the
initial
sixty
(60)
days
of
the
Project
following
the
effective
date
of
the Notice
to
Proceed
to
develop
a
Risk
Management
Plan.
OCSD
and
the
CONTRACTOR’s
Management
Team
shall
meet
every
three
(3)
months
to
update
the Risk
Management
Plan,
until
the
Notice
of
Substantial
Completion
is
issued.
E.
A
minimum
of two
(2)
meetings
shall
be held
with the
CONTRACTOR’s
Management
Team
during
the
initial
sixty
(60)
days
of
the
Project
following
the
Notice
to
Proceed
to review
the
CONTRACTOR’s
Safety
Plan.
OCSD
and
the
CONTRACTOR’s
Management
Team
shall
meet
every
three
(3)
months
to
update
the
Safety
Plan
until
the
Notice
of Final
Completion
is issued.
F.
Weekly
Progress
Meetings
shall
be
held
with
the
CONTRACTOR’s
Management
Team
until the
Notice
of
Final
Completion
is
issued.
The
purpose
of
the
weekly
meetings
is to
review
(1)
the Work
accomplished
in
the
previous
week,
(2)
the Work
planned
for
the coming
three
weeks,
(3)
the
outstanding
Requests
for
Information
(RFIs),
(4)
any
special
notices,
(5)
the
inspection
requirements,
(6)
the project
Plans
(i.e.,
traffic
plan,
dewatering
plan,
and
excavation
plan).
OCSD
will
prepare
the
meeting
agenda.
G.
Monthly
Progress
Meetings
shall
be
held
with
the
CONTRACTOR’s
Management
Team
until
the
Notice
of
Final
Completion
is issued.
The
purpose
of
this
meeting
is
to
review
the
Monthly
Progress
Report
and
Request
for
Payment.
The
Construction
Progress
Schedule
Update
and
scheduling
reports
shall
be reviewed
at
this
meeting.
