Section 01150 PERMITS

Section 01150 PERMITS PART 1 - GENERAL 1.1 SUMMARY A. This Specification section includes a list of OCSD-furnished and CONTRACTOR- furnished permits for the Project. 1.2 OCSD-FURNISHED PERMITS A. OCSD will furnish the permits listed below without cost to the CONTRACTOR. The CONTRACTOR shall obtain all other permits required for the performance of the Work. The permits furnished by OCSD will be available for examination at OCSD’s office at the worksite during regular business hours. The CONTRACTOR is advised that permits to be furnished by OCSD may not be available on the dates indicated. Effects, if any, of delays in effective dates will be addressed under provisions of the General Conditions. 1. Regulatory Permits for OCSD operation of facilities, including South Coast Air Quality Management District Permit to Construct and Permit to Operate. 2. National Pollutant Discharge Elimination (NPDES) Permit from the California Regional Water Quality Control Board. 3. California Department of Transportation Encroachment Permit (“parent” permit) for use of the Euclid Avenue and Brookhurst Street on-ramps and off-ramps to/from Interstate 405 and Pacific Coast Highway for construction traffic. 4. Encroachment permits for all cities. 5. Underground Classifications. 6. Coastal Development Permits. B. OCSD will obtain all permits required by any governmental authority required for any excavation, stockpiling onsite, and loading of hazardous waste. The CONTRACTOR shall comply with all terms and conditions of such permits. The CONTRACTOR has the obligation to obtain all such permits from OCSD. 1.3 OCSD-FURNISHED PERMIT REQUIRING CONTRACTOR PARTICIPATION A. The following permit listed below will be furnished by OCSD but will require participation by the CONTRACTOR. 1. Building Permits. 2. City and County pipe rack / screen wall permits. 3. Aboveground Petroleum Storage Tank Permit. B. The CONTRACTOR shall be responsible for compliance of the design criteria for the clean agent fire extinguisher system as specified in Section 13967, Clean Agent Fire Extinguishing System. C. Prior to system installation, CONTRACTOR shall obtain acceptance of proposed system design and equipment by the City of Fountain Valley Fire Department. 1.4 CONTRACTOR-FURNISHED PERMITS A. The CONTRACTOR shall be required to obtain the specific permits listed below in addition to all other permits required for the performance of the Work: 1. Fire sprinkler system design and installation 2. Clean Agent Fire Extinguishing System Approval 3. Cal/OSHA Excavation Permit 4. SWRCB SWPPP -General Construction Permit (NPDES) 5. OCSD discharge permit for dewatering discharge 6. California Department of Transportation “double” Encroachment Permit for use of the Euclid Avenue and Brookhurst Street on-ramps and off-ramps to/from Interstate 405 and Pacific Coast Highway for construction traffic. CONTRACTOR shall pay any fees related to this “double” Encroachment Permit at no additional cost to OCSD. B. The CONTRACTOR shall be responsible for all permit requirements, including the scheduling of inspections. Copies of permits affecting the Work and obtained by OCSD are included in these Specifications. C. Changes to any permit requirement, as directed by a permitting authority shall be considered a change in the Scope of Work and the CONTRACTOR may be compensated through a Change Order, if warranted. D. The CONTRACTOR shall include in the Bid, all costs associated with conforming to the requirements of all permits secured by OCSD. E. In addition to the above, the CONTRACTOR shall obtain and pay for all other permits necessary for construction of the Work, including but not limited to, building permits, work permits from California State Department of Transportation and work permits from railroad specific to the Work. F. CONTRACTOR shall include in its bid the cost of required oil production well abandonment permit and inspection fees in conformity with current California State Division of Oil, Gas, and Geothermal Resources (DOGGR) specifications. G. The CONTRACTOR shall not use public or private property for field offices or for any purpose other than as designated in the Contract Documents without obtaining written authorization of the jurisdiction and/or owner and submitting a copy of the authorization to the ENGINEER. 1.5 ATTACHMENTS A. City Permits and Related documents: 1. The City of Fountain Valley Building Permit Approval and Payment 2. The City of Fountain Valley Planning/Design Approval B. Permits and Related Documents by Other Authorities: 1. OCSD Internal Discharge Permit Application 2. SCAQMD Permit To Construct - Odor Control Facility
