TEMPORARY
FACILITIES AND CONTROLS
PART 1 - GENERAL
1.1
SUMMARY
A. This
Section Includes:
Furnishing, maintaining, and removing construction facilities and
temporary controls, including temporary utilities, construction
aids, barriers and enclosures, security, access roads, temporary
environmental controls, project sign, field offices and sheds, and
removal after construction.

1.2
SUBMITTALS
A. General:
For products specified to be furnished under this section, submit
product data in accordance with Specifications.
1.3
TEMPORARY
UTILITIES
A. Temporary Electrical
Power:
1. The CONTRACTOR shall
provide and pay for all electrical power and special connections
required for construction of the project, including offices,
dewatering, tools, and testing. Delete paragraphs 1, 2, and 3 of
the General Requirements section entitled “OCSD-Furnished Power and
Water at Plants No. 1 and No. 2”, relating to power supply.
2. Power furnished for
Phase I and Phase II commissioning will be paid for by
OCSD.
B. Temporary Electrical
Lighting:
1. The CONTRACTOR shall
provide temporary lighting as per this Section and the
General Requirements,
section entitled “Temporary Facilities”.
2. In work areas,
provide temporary lighting sufficient to maintain lighting levels
during working hours not less than lighting levels required by OSHA
and state agency which administers OSHA regulations where Project is
located.
3. When available,
permanent lighting facilities may be used in lieu of temporary
facilities.
a. Prior to Substantial
Completion of the Work, replace bulbs, lamps, or tubes used by
CONTRACTOR for lighting.
C. Temporary Heating,
Cooling, and Ventilating:
1. Heat and ventilate
work areas to protect the Work from damage by freezing, high
temperatures, weather, and to provide safe environment for workers.
2. Permanent heating
system may be utilized when sufficiently completed to allow safe
operation.

D.Telephone:
1. Provide telephone service at the construction site office. service is not acceptable as a substitute for telephone service.

E.
T emporary Water:
1. Potable Water:
a. Potable water is
not available at the construction site. The CONTRACTOR shall
provide potable water for workers’ use during construction in
accordance with the General Requirements, sections entitled “Public
Convenience and Access” and “OCSD Furnished Water and Power”.
2. Construction Water:
a. Non-potable
construction water will be provided by OCSD in accordance with the
General Requirements, section entitled “OCSD Furnished Water and
Power”.
b. Non-potable water
for hydrostatic testing of concrete structures shall be provided
by OCSD in accordance with Section 03936, Water Leakage Test for
Concrete Structures.
c. Non-potable water
for commissioning shall be provided by OCSD in accordance with
Section 01810, Commissioning.
d. For wastewater
systems, non-potable reclaimed water (plant water) shall be used for
hydrostatic testing of concrete structures and for commissioning
tests. Plant water is available at 400 gpm for
CONTRACTOR use. The CONTRACTOR shall provide all required
temporary piping to convey plant water from the plant water hydrants
to each tank.
e. CONTRACTOR shall
periodically add calcium hypochlorite tablets or other disinfectant
as needed to maintain a chlorine residual between 1 and 5 ppm in the
test water at all times during the leak testing to provide
disinfection of the seepage and control odors.
F. Temporary
Sanitary Facilities:
1. The CONTRACTOR
shall provide suitable and adequate sanitary facilities that are in
compliance with applicable Laws and Regulations and in accordance
with the General Requirements, section entitled “Temporary
Facilities”.
G. Temporary
Fire Protection:
Provide sufficient number of fire extinguishers of type and
capacity required to protect the Work and ancillary facilities.
H. First
Aid:
Post first aid facilities and information posters conforming to
requirements of OSHA and other applicable Laws and Regulations in
readily accessible locations.
I. Utilities
in Existing Facilities:
See Section 01140, Work Restrictions.
1.4
CONSTRUCTION
AIDS
A. Provide railings,
kick plates, enclosures, safety devices, and controls required by
Laws
and Regulations and as required for adequate protection of life and
property.
B. Use construction
hoists, elevators, scaffolds, stages, shoring, and similar temporary
facilities of ample size and capacity to adequately support and move
loads.
C. Design temporary
supports with adequate safety factor to assure adequate load bearing
capability.
1. When requested,
submit design calculations by professional registered Engineer
licensed in the State of California prior to application of loads.
Submitted design calculations are for information and record
purposes only.
D. Accident Prevention:
1. Exercise
precautions throughout construction for protection of persons
and property in accordance with this Section and the Contract
Documents.
2. Guard machinery and
equipment, and eliminate other hazards.
3. Make reports
required by authorities having jurisdiction, and permit safety
inspections of the Work.
4. Before commencing
construction Work, take necessary action to comply with provisions
for safety and accident prevention.
E. Warning Devices and
Barricades:
1. Place barriers at
ends of excavations and along excavations to warn pedestrian and
vehicular traffic of excavations in accordance with the General
Requirements, section entitled “Public Convenience and Access”.
2. Provide barriers
with flashing lights after dark.
3. Barricade
excavations to prevent persons from entering excavated areas in
streets, roadways, parking lots, treatment plants, or other public
or private areas.
4. Adequately identify
and guard hazardous areas and conditions by visual warning devices
and, where necessary, physical barriers.
5. Warning devices
shall conform to OSHA and State agency requirements, which
administers OSHA regulations where the Project is located.
F. Hazards in Public
Right-of-Way:
1. Mark at
reasonable intervals in accordance with the General Requirements,
section entitled “Public Convenience and Access”, trenches and
other continuous excavations in public right-of-way, running
parallel to general flow of traffic, with traffic cones, barricades,
or other suitable visual markers during daylight hours.
a. During hours of
darkness, provide markers with flashers, or other adequate lights.
2. At intersections or
for pits and similar excavations, where traffic may reasonably be
expected to approach head on, protect excavations by continuous
barricades.
a. During hours of
darkness, provide warning lights at close intervals.
G. Hazards
in Protected Areas:
Mark or guard excavations in areas from which public is excluded, in
manner appropriate for hazard.
H. Above
Grade Protection:
On multi-level structures, provide safety protection that meets
requirements of OSHA and State agency which administers OSHA
regulations where the Project is located.
I. Protect existing
structures, trees, shrubs, and other items to be preserved on
Project site from damage or destruction by vehicles, equipment,
worker or other agents with substantial barricades or other devices
commensurate with hazards.
1.5
SECURITY
A. Make adequate
provision for protection of the Work area against fire, theft, and
vandalism, and for protection of public against exposure to injury.
B. Portable Trailer
Booths:
1. Number of Booths
Required:
a. Provide a minimum
of two booths.
b. Provide additional
booths if CONTRACTOR uses additional Plant 1 entry gates for
extended periods. See additional information on Drawing G0-0014.
2. Description:
a. Provide all
labor, equipment and materials to furnish and install
prefabricated, portable 4-foot x 6-foot Guardhouse/Trailer booths.
3. Related Work

4. Submittals:
a. The trailer
supplier shall submit shop drawings for the booth in accordance with
the General Requirements, Additional General Requirements and as
specified herein. Drawings shall include elevations, sections, floor
plan, electric schedule, electrical wiring diagram, light
receptacles layout, entrance locations and anchor clip details.
5. Quality:
a. The Trailer shall
be the product of a manufacturer with a minimum of 10 years
experience in the design and fabrication of portable steel
buildings. Aluminum or fiberglass construction is not acceptable.
Acceptable trailer supplier shall be PAR-KUT INC. 40961 PRODUCTION
DRIVE, HARRISON TWP., MI
48045, NATIONWIDE
STRUCTURES, Or Equal.
6. Structure:
a. 4-foot x 6-foot
booth to be all welded galvanized steel construction with 14 gauge
steel panels and tubing on the exterior and shall have 18 gauge
interior panels and trim. Welded joints shall be ground smooth.
7. Trailer:
a. Trailer shall be
welded steel frame with a 6-foot x 8-foot bed, and shall have a
tread plate platform, grip strut fold down step, hand rails, fixed
tongue with tongue jack, 4 corner jacks for leveling, running
lights, 2-inch ball hitch, and safety chains. Tire size is B:78/13.
Trailer shall bear valid DOT vehicle identification number.
8. Base and Floor:
a. Base shall be
4-inch galvanized steel. Floor shall be 12-gauge galvanized steel,
4-way diamond plate.
9. Paint:
a. All steel surfaces
shall be painted with rust inhibitive primer (Dupont Imron, Sherman
Williams Polane, Or Equal) with industrial finish (Dupont Imron,
Sherman Williams Polane, Or Equal). Booth color shall be
safety Blue (DC9800). Booth shall have an 8 inch high vinyl
lettering “SECURITY” on all 4 sides.
10. Door:
a. Door shall be
25-foot wide sliding aluminum with weather–stripping, ball
bearing hangers, heavy duty track, painted steel kick plate, safety
glazing, lock and hardware
11. Glazing:
a. Gray reflective
safety glazing to be set in Anodized Aluminum window frames on upper
half of each wall. Vent windows shall have insect screens.
12. Lighting:
a. Two Duplex
floodlights 100 W mounted to fascia on opposite corners.
13. Electrical:
a. Unit complete with
all wiring required for light, duplex outlet, 120V/1,500 W heater
wall mounted with integral thermostat control, 120V/13,500 BTU Air
conditioner roof mounted with integral thermostat control. Minimum
100-amp rated 12 circuit breaker panel. All wiring shall be #12
(min) stranded copper, enclosed in 1/2 inch (min) EMT. Wiring should
meet minimum provisions of National Electric Code. All fittings,
wiring devices and fixtures shall be UL listed per national electric
code.
14. Generator:
a. The booth shall
have 13 hp, 8000 W mounted on trailer bed with NEMA L14-
30 receptacle
15. Counter:
a. Counter shall be 14
gauge painted steel, and shall have 16-inch wide steel storage
drawer.
16. Insulation:
a. Walls shall be
insulated with 2-inch rigid fiberglass board, R10. Roof
structure shall be fully insulated, R-17.4.
17. Canopy/Roof:
a. Roof shall be 14
gauge galvanized steel. Booth shall have a 3-inch canopy overhang on
all sides. Lifting rings to be provided on Roof.
1.6
ACCESS
ROADS
A. General:
1. The CONTRACTOR
shall maintain access roads in accordance with this Section, as
established elsewhere in the Contract Documents, and in the General
Requirements, section entitled “Plant Access Roads”.
2. Build and maintain
dust free roads, which are suitable for travel at 20 miles per hour.
B. On-site Access
Roads:
1. Maintain access
roads to storage areas and other areas to which frequent
access is required.
2. Maintain similar
roads to existing facilities on site of the Work to provide access
for maintenance and operation.
3. Protect buried
vulnerable utilities under temporary roads with steel plates, wood
planking, or bridges.
4. Maintain on-site
access roads free of dirt and mud. Under no circumstances shall
vehicles leaving the site track dirt or mud off the site onto the
public right-of-way.
5. The CONTRACTOR
shall provide flagmen to control traffic where construction traffic
and OCSD or public traffic share the same roadway.
C. Temporary Pavement
of Access Roads and Work Areas:
1. CONTRACTOR shall
not leave on-site access roads impacted by the Work unpaved for
extended periods. CONTRACTOR shall install temporary asphalt paving
on these roads in accordance with Specification section 02550,
Asphalt Concrete Paving. Prior to final paving, CONTRACTOR shall
demolish and remove the temporary paving.
2. Unless approved
otherwise by the ENGINEER, the maximum period that an access road
may remain unpaved is two weeks. This applies to access roads in
use by OCSD, the CONTRACTOR or other on-site contractors.
3. The requirement for
temporary pavement also applies to other Plant 1 areas that were
paved prior to the start of this project, and where the pavement was
removed or damaged during the performance of the Work.
1.7
TEMPORARY
ENVIRONMENTAL CONTROLS
A. The CONTRACTOR
shall comply with environmental regulations and requirements in
accordance with the General Requirements, section entitled
“Environmental Control”.
1.8
DEWATERING
A. Refer to the General
Requirements, sections entitled “Dewatering – General”,
“Groundwater Level”, “Submissions for Review”, “Dewatering
Areas”, “Protection of Foundations and Existing Facilities”,
and “Disposal of Water”, for dewatering requirements.
B. The CONTRACTOR is
responsible for performing dewatering investigation and
testing prior to the bid to develop a dewatering plan in accordance
with the General Requirements, section entitled “Submissions for
Review”.
C. CONTRACTOR shall
discharge water from dewatering operations to any of the
following locations: Primary Effluent Junction Box, Trickling
Filter Secondary Effluent Junction Box No. 2 or Junction Box
No. 4. CONTRACTOR shall coordinate the dewatering discharge to
these locations with the need to shut down the 72-inch Trickling
Filter Effluent Line on two occasions to isolate the 66-inch Primary
Effluent Line for modifications.
1.9
FIELD
OFFICES AND SHEDS
A. CONTRACTOR's Field
Office:
1. Maintain on Project
Site weathertight space in which to keep copies of Contract
Documents, progress
schedule, shop drawings, and other relevant documents.
2. Provide field office
with adequate space to examine documents, and provide lighting and
telephone service in that space.
3. Potable
Water:
OCSD will designate a point and source for CONTRACTOR’s access for
on-site potable water for connection to the field office.
4. Sewer:
OCSD will designate a point for CONTRACTOR’s access for on-site
sewer connection from the field office.
1.10
REMOVAL
A. Remove all temporary
structures as per the General Requirements, section entitled
“Final
Cleanup”.
B. Clean and repair
damage caused by installation or use of temporary facilities.
C. Remove underground
installations to minimum depth of 24 inches and grade to match
surrounding conditions.
D. Restore existing
facilities used during construction to specified or original
condition.
