TRAINING
OF OCSD PERSONNEL
PART 1 - GENERAL
1.1
GENERAL
REQUIREMENTS
A. The following
Additional General Requirements amend and/or supplement the
General Requirements (GRs). In the event of a conflict or
contradiction between the Additional General Requirements and General
Requirements, the Additional General Requirements shall take
precedence, and other provisions of the General Requirements not in
conflict shall remain in full force and effect.
1.2
DESCRIPTION
A. This section
contains requirements for training OCSD personnel, by persons
retained by the CONTRACTOR specifically for the purpose, in the
proper operation and maintenance of the equipment and systems
installed per these Contract Documents.
1.3
RELATED
WORK SPECIFIED ELSEWHERE
A. The requirements of
the following sections and divisions apply to the Work of this
section. Other sections and divisions of the Specifications, not
referenced below, shall also apply to the extent required for proper
performance of this Work.

1.4
CONTRACTOR
SUBMITTALS
A. Provide submittals
in accordance with the “Shop Drawing Submittals” section of the
General Requirements, except for the number of copies. Submit five
(5) copies: three (3) copies for OCSD’s use and two (2) copies
which shall be returned to the CONTRACTOR.
B. In addition, within
one (1) week after each session, provide one (1) complete set of
original lesson plans, training manuals, handouts, visual aids, and
reference material to the ENGINEER. This set shall be properly
organized and suitably bound for easy reproduction. All
documents shall also be submitted in electronic format, in a
form acceptable to the ENGINEER. For electronic requirements, refer
to Specification section
01783, Vendor Equipment
Manuals.
C. Submit proposed
training schedule/matrix at least two months prior to any training.
Submit lesson plans including trainer qualifications least six weeks
prior to each training session. Submit training manuals, handouts,
visual aids and reference materials at least one (1) week prior to
each training session. OCSD will not schedule training until the
lesson plan and trainer qualifications have been reviewed and
accepted, and will not allow training to proceed unless all the
submittals for the individual training session have been reviewed and
accepted.
1.5
OPERATION
AND MAINTENANCE MANUALS
A. Use
CONTRACTOR-provided Vendor Equipment Manuals as the principal basis
for instruction. Prepare and insert data into the Operation and
Maintenance Manuals when the need for such data becomes apparent
during instruction.
B. The CONTRACTOR
shall submit for ENGINEER’s review and acceptance the vendor
equipment manuals at least 30 days prior to the date scheduled for
the individual training session(s). This requirement is in addition
to any operations and maintenance manual scheduling requirements
specified elsewhere in the Contract Documents.
1.6
CONTRACTOR’S
TRAINING REPRESENTATIVE
A. The CONTRACTOR
shall designate and provide one person to be responsible for
coordinating and expediting training. The person so designated
shall be present at all meetings with the ENGINEER and OCSD that
involve training coordination.
B. The CONTRACTOR’s
Training Representative shall coordinate the training with OCSD
Employee Development group and manufacturer’s representatives,
and shall submit a proposed training timeline for each piece of
equipment and/or system for which training is to be provided. Such
training schedule shall be based on the commissioning schedule
current at the time of submittal, as well as the training scheduling
requirements of this Specification section.
C. The CONTRACTOR’s
Training Representative shall coordinate training as a member of the
Project’s Commissioning Team as described in the section of the
General Requirements entitled “Equipment Testing”. The
Commissioning Team will plan CONTRACTOR, OCSD and CONSULTANT
training to allow efficient use of time for manufacturers’
representatives and OCSD staff for startup, testing, and training.
The Commissioning Team will confirm that all facility documentation
(CONTRACTOR- furnished Drawings and equipment manuals) will be
available before training occurs. CONTRACTOR training shall be
integrated with OCSD and CONSULTANT training where appropriate.
D. The CONTRACTOR’s
Training Representative shall meet with OCSD Employee Development
group at least two (2) months prior to the first training classes to
develop a matrix of actual class needs: class content, numbers of
students per class, the number of sessions and the number of hours
per session. Based on the approved matrix, OCSD Employee
Development group will develop a training schedule with class times
and room assignments. Final training scheduling will be done by the
OCSD Employee Development group.
1.7
QUALITY
ASSURANCE
A. CONTRACTOR
Qualifications:
1. Instructors for
maintenance instruction shall be fully experienced and qualified to
operate and maintain the equipment that is the subject of the
training, and, at a minimum, shall be factory trained and certified
service technicians.
PART 2 - PRODUCTS
2.1
LESSON
PLANS
A. Formal written
lesson plans shall be prepared for each training session and shall
include the subject of each training session, identity and
qualifications of individuals to be conducting the training, and
duration of the training session. Lesson plans shall contain an
outline of the material to be presented along with a
description of visual aids, instructional materials, and handouts
to be utilized during the session. Each plan shall contain a time
allocation for each topic. Lesson plan shall contain a class
assessment form.
B. A skeleton lesson
plan outline is provided as Attachment B, “Lesson Plan Sample
Outline Contents”. At a minimum, lesson plans shall include the
information in the outline as well as other information as specified
herein. OCSD reserves the right to modify the lesson plan contents
and durations to accommodate the schedules of operations and
maintenance personnel.
PART 3 - EXECUTION
3.1
TRAINING
SESSIONS
A. As a minimum, the
CONTRACTOR shall provide the number and duration of training session
specified in Attachment A “Training Sessions Table” below.
Attachment A also includes estimated durations of each session, by
type of OCSD staff.
3.2
FORMAT
AND CONTENT
A. The number and
length of training sessions shall be sufficient to meet the training
requirements specified in the Specifications for the individual
items equipment and as summarized in Attachment A “Training
Sessions Table” below. In case of a conflict between the Table and
the individual Specification sections, the individual Specification
sections shall govern. When training is required in the Table, but
is not listed in the Specifications, the training still shall be
delivered by the CONTRACTOR, at CONTRACTOR’s sole expense.
B. Each training
session shall be comprised of time spent both in the classroom and
at the specific location of the subject equipment and/or system.
Separate classes shall be presented to suit operations, mechanical
maintenance, instrumentation maintenance, electrical maintenance,
plant facilities maintenance or collections staff needs. In some
cases where general information is suitable to all target audiences,
classes may be combined. In such cases, generic information shall
be presented first and targeted information later and separately,
allowing non-targeted students to return to their duties. General
troubleshooting information shall be included in the general portion
of the training, and more specific troubleshooting material shall
be included in the targeted portions. This is required so that
operators can troubleshoot problems to the point of determining
whether mechanical, electrical, or instrumentation maintenance, or
controls staff should be called in.
C. Presenting
marketing, sales, and/or vendor-biased information, during training
shall be prohibited.
D. As a minimum, the
following services shall be provided for each item of equipment
and/or system as required in individual Specification sections.
Additional services shall be provided, where specifically required
in individual Specification sections.
E. Familiarization:
1. Using slides and
Drawings, discuss the equipment specific location in the plant and
provide an operational overview.
2. Discuss the purpose
and plant function of the equipment.
3. Review catalog
cuts, parts lists, Drawings, etc. which have been previously
provided as part of the accepted equipment submittals and/or as part
of the operation and maintenance manuals.
4. Explain how to
check out the installation of the specific equipment items. Identify
piping and flow options. Identify valves and their purpose.
Identify instrumentation including location of primary element, and
location of instrument readout.
5. Demonstrate the
unit and indicate how all parts of the Specifications are met.
6. Answer questions.
F. Safety:
1. Using material
previously provided, review safety references.
2. Discuss proper
precautions and safety procedures around equipment and process
facilities.
G. Operation:
1. Using material
previously provided, review reference literature.
2. Provide a working
knowledge of the operating theory of the equipment.
3. Explain all modes
of operation, for example local, remote, cascade, automatic and
manual modes, as applicable. Explain procedures, including startup,
shutdown, normal operation, and emergency operating procedures, at a
minimum. Include a discussion of system integration and electrical
interlocks, if any.
4. Discuss,
demonstrate and perform the following:
5. Standard operating
procedures.
6. Rounds checks .
7. Startup and
shutdown procedures including isolation steps for maintenance work
and/or long-term non-use.
8. Operations
troubleshooting procedures, including how to identify which group
can address the issue—mechanical, electrical, instrumentation,
controls, etc.
9. Check out OCSD
personnel on proper use of the equipment.
H. Preventive
Maintenance:
1. Using material
previously provided, review preventive maintenance (PM) lists
including:
2. Reference material.
3. Daily, weekly,
monthly, quarterly, semiannual, and annual jobs.
4. Routine
preventative maintenance, including specific details on lubrication
and maintenance of corrosion protection of the equipment and
ancillary components.
5. Discuss and
perform the preventative maintenance activities; show how to
perform PM jobs.
6. Equipment
inspection and troubleshooting procedures including the use
of applicable test instruments and the "pass" and "no
pass" test instrument readings.
7. Show OCSD personnel
what to look for as indicators of equipment problems;
show detection, without
test instruments, of specific equipment trouble symptoms.
8. Required equipment
exercise procedures and intervals; perform the required equipment
exercise procedures.
9. Routine and
long-term calibration procedures. I. Corrective Maintenance:
1. List possible
problems and explain troubleshooting procedures
2. Discuss repairs,
point out special problems
3. Discuss routine
disassembly and assembly of equipment if applicable (as judged by
OCSD on a case-by-case basis) for purposes such as operator
inspection of equipment
4. Open up equipment
and demonstrate procedures, where practical. Perform OCSD-approved
practice maintenance and repair job(s), including mechanical and
electrical adjustments and calibration and troubleshooting equipment
problems.
J. Parts:
1. Show how to use
spare parts list and how to order parts.
2. Check over spare
parts on hand. Make recommendations regarding additional parts that
should be available.
K. Local
Representatives:
1. Where to order
parts: name, address, telephone.
2. Service problems
3. Who to call
4. How to get
emergency help
L. Vendor Equipment
Manuals:
1. If provided to
trainees, Vendor Equipment Manuals shall be provided by
CONTRACTOR,
not OCSD.
2. Review submitted
and approved Manual information.
3. Use as basis of
training.
4. Update Manuals if
any modified information is revealed by training and/or startup.
3.3
CLASS
EVALUATION
A. A class evaluation
form shall be prepared based on the submitted lesson plan covering
the material to be presented. Each student will rate the adequacy of
the training on each topic. For each topic, ask whether students
consider themselves prepared to perform all equipment operation
and/or maintenance tasks required by their job with the training and
manuals provided. If more than 20 percent of those attending the
class rate the training on any topic as inadequate, the training for
that topic shall be repeated at a later date at the CONTRACTOR’s
expense.
3.4
VIDEO
RECORDING
A. OCSD reserves the
right to retain the services of a commercial videotaping service to
record each training session. After such taping, the material will
be edited and supplemented with professionally produced graphics to
provide a permanent record. The CONTRACTOR shall advise all
manufacturers providing training sessions that the material will be
videotaped and shall make available to OCSD's videotaping contractor
such utility services and accommodation as may be required to
facilitate the production of the videotape record.
3.5
LOCATION
A. Unless otherwise
directed, the classroom portion of training sessions shall take
place at OCSD Plant 1 Control Center Auditorium, Fountain Valley,
CA.
3.6
TRAINING
SCHEDULING
A. Training shall be
conducted in conjunction with the periods of startup and testing
specified in the General Requirements section entitled “Equipment
Testing”. Classes shall be scheduled such that classroom
sessions are interspersed with field instruction in logical
sequence. Functional testing shall be completed satisfactorily
before beginning operator training. Concurrent classes shall not be
acceptable. Training sessions shall be coordinated to prevent
overlapping sessions. Sessions shall be arranged so that
individual operators and maintenance technicians do not attend more
than two sessions per week, or more than four hours per day.
B. For OCSD plant
operations, training sessions shall be provided for each work shift
listed in the table below during the time periods shown and as
coordinated with OCSD. Pooling of shifts will not be permitted
unless accepted by OCSD in writing.

C. For OCSD Plant
Maintenance personnel, training sessions shall be provided during the
regularly scheduled workday, between 7 a.m. and 3:30 p.m., Tuesday
and Thursday.
