SUBMITTALS
A. Submit laboratory
reports, job hazard analysis, hazardous material removal plans, and
certifications in accordance with the General Requirements, section
entitled “Job Hazard Analysis”.

OPERATING
DIGESTERS
A. Observe safety
precautions in vicinity of operating digesters, which contain
digester gases, including methane, hydrogen sulfide, and carbon
dioxide.
1.5
HAZARDOUS
MATERIALS PROCEDURES
A. Hazardous materials
are those defined by California Health and Safety Code, Section
25117.
B. When Hazardous
Materials Have Been Found:
1. Notify immediately
OCSD, ENGINEER, and other affected persons.
2. Prepare and submit
to the ENGINEER a plan of action.
3. Implement plan of
action.
4. Notify such
agencies as are required to be notified by Laws and Regulations with
the times stipulated by such Laws and Regulations.
5. Designate a
Certified Industrial Hygienist to issue pertinent instructions and
recommendations for protection of workers and other affected
persons' health and safety.
6. Identify and
contact Subcontractors and licensed personnel qualified to
undertake storage, removal, transportation, disposal, and other
remedial work required by, and in accordance with, Laws and
Regulations.
C. Forward to ENGINEER
copies of reports, permits, receipts, and other documentation
related to remedial work.
D. Assume
responsibility for worker health and safety, including health and
safety of
Subcontractors and their
workers.
1. Instruct workers on
recognition and reporting of materials that may be hazardous. E.
File requests for changes for adjustments to Contract Times and
Contract Price due
to the finding of
Hazardous Materials in the Work site in accordance with the General
Conditions, section entitled “Request for Change (Changes at
CONTRACTOR’s Request)”.
1. Minimize delays by
continuing performance of the Work in areas not affected by
hazardous materials operations.

LEAD
PAINT REMOVAL AND DISPOSAL
A. Dispose of lead
paint in accordance with the General Requirements, section entitled
“Environmental
Control”.
1.7
ASBESTOS
MATERIALS
A. Asbestos materials
are classified as hazardous materials in accordance with the
California Health and Safety Code, Section 25117. CONTRACTOR shall
immediately notify the ENGINEER upon discovery of such materials in
the construction area.
B. The CONTRACTOR
shall remove asbestos materials from the construction area. All
asbestos material shall be disposed by OCSD and disposed of in
compliance with all applicable State and Federal Regulations.
Asbestos materials removal and disposal shall be performed by a
Subcontractor specifically certified and licensed in asbestos
removal and abatement.

WASTEWATER
GRIT, SCREENINGS, AND SLUDGE REMOVAL AND DISPOSAL
A. Wastewater grit,
screenings, and sludge are unsuitable, contaminated materials, and
depending upon their chemical composition, may be classified as
hazardous materials in accordance with the California Health and
Safety Code, Section 25117.
B. CONTRACTOR shall
prepare and submit to the ENGINEER an Excavated
Hazardous Materials
Identification and Disposal Plan.
C. Wastewater grit,
screenings, and sludge may be buried in the construction area and
exposed during the Work. CONTRACTOR shall immediately notify the
ENGINEER upon discovery of such materials in the construction area.
D. Wastewater grit,
screenings, sludge may be odorous, generate harmful and
potentially lethal gases, attract vectors, be ignited by flames or
sparks, contain hazardous materials and pose a health and safety
risk. CONTRACTOR shall take all necessary precautions to safely
and properly handle, remove, and dispose of such material found in
the construction area.
E. Wastewater grit,
screenings, and sludge shall be removed from the construction area
and disposed of in compliance with all applicable State and Federal
regulations. CONTRACTOR shall handle, excavate, dewater to at least
50 percent solids (by weight), store, test, load haul trucks, and
transport wastewater grit, screenings, and sludge to the Simi Valley
Landfill and Recycling Center, owned and operated by Waste
Management of California, and located at 2801 Madera Road, Simi
Valley, California 93065, or other disposal site approved for such
material.
F. Wastewater grit,
screenings, and sludge shall not be returned, discharged or dumped
to any Plant No. 1 facilities, to any sanitary sewer, or to any
general waste facilities or dumpsters.
G. Wastewater grit,
screenings, and sludge shall be contained within the construction
area and not allowed to be mixed with suitable backfill materials.
Runoff from exposed wastewater grit, screenings, and sludge shall be
contained within the construction area and handled in accordance with
storm water management requirements set forth in Section 01140, Work
Restrictions and Section 02270, Stormwater Pollution Prevention Plan.
