MOBILIZATION AND DEMOBILIZATION

PART 1 - GENERAL

1.1 REQUIREMENTS

A. The CONTRACTOR shall mobilize and demobilize in accordance with the Contract
Documents.

B. Mobilization shall include the obtaining of all permits, preparing and furnishing specified submittals, moving onto the site the dedicated street sweeper, moving onto the Site all equipment necessary for the Work; furnishing and erecting plants, temporary buildings, and other construction facilities; and implementing security requirements; all as required for the proper performance and completion of the Work. Mobilization shall include the following principal items:

1. Moving onto the Site all of the CONTRACTOR’s equipment required for the proper performance and completion of the first sixty (60) days of work.

2. Installing temporary construction power, wiring, communications facilities, and lighting facilities.

3. Developing construction water supply connections.

4. Providing on-site sanitary facilities and potable water facilities.

5. Arranging, preparing, and erecting CONTRACTOR's work and storage yard, and site offices, parking, demarcation fencing in the staging area.

6. Complying with the General Requirements, section entitled “Temporary Facilities” and Section 01500, Temporary Facilities and Controls, and Section 01140, Work Restrictions. Constructing and implementing access and security features, as required, including, but not limited to, the following:

a. Site Fencing

b. Construction Access Gate c. Access Road Repair
d. Security Guards e. Guard Station
f. Traffic Guard

7. Obtaining and providing all required permits.

8. Posting all OSHA required notices and establishment of safety programs.

9. Having the CONTRACTOR's Management Team defined in Section 01010, Project Management, at the job site.
10. Providing furnishings, office equipment and utility services for the CONTRACTOR's field offices as described in Section 01500, Temporary Facilities and Controls.

11. Purchasing and moving onto the Site the dedicated street sweeper as described in Section 01140, Work Restrictions.

C. Prior to Final Completion and Final Payment, the CONTRACTOR shall:

1. Dismantle and remove all temporary construction power, wiring, communications facilities, lighting facilities, work and storage yard, and Site offices. The CONTRACTOR shall also remove all excess construction materials, equipment, and associated site restoration.

2. Dismantle and remove all construction water supply connections.

3. Dismantle and remove on-site sanitary facilities and potable water facilities.

4. Dismantle and remove security features, as required, including Site fencing construction access gate, access road repair, security guards and guard station.

1.2 SUBMITTAL REQUIREMENTS

A. The following submittals are due by the day indicated and must be approved by the ENGINEER as a condition precedent to completion of Mobilization. Submittals shall be submitted in accordance with the provisions of the General Requirements sections entitled “Submittal Procedures”.

PART 2 - PRODUCTS (NOT USED) PART 3 - EXECUTION
3.1 MOBILIZATION PLAN

A. Within seven (7) days after date of the effective date of the Notice to Proceed (NTP), submit a mobilization plan to the ENGINEER for approval, which shall include a breakdown showing the estimated value of each component of Mobilization as described herein this Section, and elsewhere in the Contract Documents.
B. The mobilization plan shall include a bar chart schedule showing each item of mobilization, mobilization submittals, scheduled start date, finish dates, and total duration. The plan shall also list each activity the CONTRACTOR expects to initiate in the first 120 days following NTP, complete, with scheduled start date, finish date, and total duration.

3.2 DEMOBILIZATION PLAN

A. No later than 120 days-prior to the Final Completion date, submit a demobilization plan to the ENGINEER for approval, which shall include a detailed description of the work and a proposed schedule for accomplishing demobilization from the Site.

B. The plan shall contain descriptions of demobilization activities, sufficiently detailed and divided into components, that it will enable OCSD and the ENGINEER to satisfactorily monitor and measure the CONTRACTOR's progress toward achieving full demobilization from the Site. The plan shall also contain a recovery schedule and mitigation efforts should it be necessary to implement changes to the Contract Completion Date.

C. The demobilization plan shall include a bar chart schedule listing each activity in the demobilization plan, complete with scheduled start date, finish date, and total duration.

3.3 PAYMENT FOR MOBILIZATION AND DEMOBILIZATION


A. Payment for Mobilization and Demobilization is described in the General Conditions and Section 01155, Measurement and Payment.
