DEMOLITION

PART 1 - GENERAL

1.1 THE REQUIREMENT

A. The CONTRACTOR shall furnish materials, equipment and labor necessary to perform and complete demolition work called for in the Contract Documents.

B. The WORK includes demolition of certain areas of Plant 1, foundations, walls, slabs, supports, piping, mechanical, electrical, instrumentation, to facilitate new construction as shown and specified. In addition, various yard piping, electrical, etc. shall be cut, abandoned and capped or removed.

C. Building structures, foundations, slabs, roofs and supporting walls shall be demolished as shown, in an orderly and careful manner.

D. The WORK shall include, but not be limited to, removal of existing furniture, built-in cabinetry, piping, electrical (fixtures, conduits and wiring), mechanical (ducts and equipment), floors, walls, ceilings, doors, windows, wood or metal framing, masonry, concrete slabs, concrete walls and asphaltic paving.

E. Manufactured articles, materials, equipment, and accessories shall be demolished as shown on the Contract Drawings and in accordance with the manufacturer's specifications and recommendations, and industry standards, unless otherwise shown or specified.

F. Building utilities shall be disconnected, removed, capped and identified as necessary and as shown.

G. The CONTRACTOR shall notify “DIGALERT” 48 hours prior to beginning excavation, tunneling or boring operations.

A. The requirements of the following sections and division apply to the Work of this section. Other sections and divisions of the Specifications, not referenced below, shall also apply to the extent required for proper performance of this Work.

1.3 REFERENCE SPECIFICATIONS, CODES, AND STANDARDS

A. All Work specified herein shall conform to or exceed the applicable requirements of the referenced portions of the following publications to the extent that the provisions thereof are not in conflict with other provisions of these Specifications.

C. Comply with the applicable reference Specifications as directed in the General
Requirements and the Additional General Requirements.

1.4 CONTRACTOR SUBMITTALS

A. General: Submittals shall be made in accordance with the General Requirements, Additional General Requirements, and as specified herein.

B. Demolition Schedule: The CONTRACTOR shall submit a complete coordination schedule for demolition work, including shut-off and continuation of utility services, with the ENGINEER’S acceptance prior to start of the Work. The schedule shall indicate proposed methods and operations of facility demolition, and provide a detailed sequence of demolition and removal work to ensure uninterrupted operation of occupied areas.

1.5 QUALITY ASSURANCE

A. Comply with the applicable reference Specifications as specified in the General
Requirements, Additional General Requirements, and as specified herein.
B. Pre-Demolition Conference: Conduct conference at Project Site. Review methods and procedures related to demolition including, but not limited to:

1. Inspect and discuss conditions of construction to be demolished.

2. Review structural load limitation of structures.

3. Review and finalize demolition schedule and verify availability of materials, demolition personnel, equipment, and facilities needed to make progress and avoid delays.

4. Review requirements of work performed by other trades that rely on substrates exposed by demolition operations.

5. Review areas where existing construction is to remain and requires protection.

1.6 SITE CONDITIONS

A. The location and general condition of the facilities to be demolished are shown on the Drawings and listed in the Specifications. The CONTRACTOR shall make allowance in its Bid for actual condition of facilities to be demolished.

PART 2 - PRODUCTS (NOT USED) PART 3 - EXECUTION
3.1 GENERAL

A. The demolition of designated portions of structures and appurtenances shall be in accordance with applicable OCSD, city, county, state, and federal regulations; and after obtaining required permits, and filing required reports.

B. Comply with the California Code of Regulations, Title 24, California Building Code.

C. Comply with the California Code of Regulations, Title 8, Title 22, Title 26 and obtain the required permits.

3.2 OCCUPANCY AND POLLUTION CONTROL

A. Water sprinkling, temporary enclosures, chutes, and other suitable methods shall be used to limit dust and dirt rising and scattering in the air. Comply with government regulations pertaining to environmental protection.

B. Water shall not be used when it creates hazardous or objectionable conditions such as ice, flooding, or pollution.

C. Water contaminated with sediment or hazardous or toxic materials shall not be allowed to run off into the public storm drain system (including street gutters). Such runoff shall be intercepted, collected and disposed of according to existing environmental regulations.
3.3 PROTECTION

A. Safe passage of persons around area of demolition shall be ensured. Operations shall be conducted to prevent damage to adjacent buildings, structures, other facilities, and people.

B. Interior and exterior shoring, bracing, or supports shall be provided to prevent movement, settlement or collapse of structures to be demolished, and to adjacent facilities to remain.

C. Existing landscaping materials, structures, and appurtenances, which are not to be demolished shall be protected and maintained as necessary and in accordance with General Requirements, Additional General Requirements, General Conditions, and as specified herein.

D. The CONTRACTOR shall protect and maintain conduits, drains, sewers, pipes, and wires that are to remain on the property.

3.4 STRUCTURE DEMOLITION

A. All structures, equipment, piping, valves, panels, and I&C components to be demolished shall be red spray painted with an “X” mark prior to the pre-demolition walkthrough.

B. For all structures to be demolished the electrical wiring shall be removed before demolition process starts. Demolition of wiring means removal of all wires from source to load.

C. Building structures and appurtenances shall be demolished as shown on the drawings and required to complete work in conformance with governing regulations.

D. Small structures may be removed intact when acceptable to the ENGINEER and approved by authorities having jurisdiction.

E. Demolition shall proceed in a systematic manner, in accordance with permits and approved submittals.

F. Concrete and masonry shall be demolished in sections. Use bracing and shoring to prevent collapse.

G. Demolition equipment shall be dispersed throughout the structure and demolished materials removed in a timely manner to prevent excessive loads on supporting walls, floors or framing.

H. Demolition Work shall be phased to correspond with other Work and maintain existing facilities operating as described in Section 01140, Work Restrictions.

I. In the existing areas and buildings, remove all items designated to be demolished on the Plans including all attached ancillary features such as piping, seal water piping, valves, fittings, motors, equipment bases, concrete equipment pads, belt guards, supports, anchor bolts, wires, conduit, switches, control stations, instrumentation and other related items including the following:

1. Building M requires removal and disposal of equipment and appurtenances as shown on the Plans including four belt filter presses, one belt conveyor, two belt press control panels, three FRP polymer mixing tanks, ten polymer mixing solution pumps and all designated interconnecting piping, valves and fittings within the building. Remove and dispose of all foul air ductwork inside and outside Building M.
Remove and dispose all other items as shown on the Plans. The CONTRACTOR shall protect in place the Building M structure, lighting, HVAC, crane rails, drain piping, sump pumps and the MCC room. The CONTRACTOR shall replace existing utility trench gratings in kind per the grating specifications.

2. Building M sludge feed pumps and plant water booster pumps shall be removed and disposed of as shown on the Plans including four sludge feed pumps, two grinders, three plant water booster pumps, and all designated interconnecting piping, valves, and fittings. The CONTRACTOR shall protect in place the designated drain piping, plant water piping, and sump pumps.

3. Building M cake transfer shall be removed and disposed of as shown on the Plans including three sludge cake transfer pumps, three hydraulic power unit pumps, one conveyor, three hoppers, three screw augers, miscellaneous handrails, stairs, structural beams and supports, Tunnel 12 piping and all designated interconnecting piping, valves, and fittings. The CONTRACTOR shall protect in place the designated drain piping, and sump pumps.

4. Building C requires removal and disposal of equipment and appurtenances as shown on the Plans including four belt presses, one belt conveyor, four belt press control panels, lighting, HVAC, belt filter press equipment pads, above grade drain piping, and all designated interconnection piping, valves and fittings with the building. Remove and dispose doors, door frames, windows, and window frames, metal siding, existing roofing membrane, insulation, and steel columns and beams. Remove and dispose of all foul air ductwork inside and outside of Building C. Remove and dispose all other items as shown on the Plan. The CONTRACTOR shall protect in place the designated plant water piping, the reclaimed water piping, sump pumps, the pipe trench, the control room and the electrical room. The CONTRACTOR shall replace existing utility trench gratings in kind per the grating specifications.

5. Building C sludge feed pumps shall be removed and disposed of as shown on the Plans including four sludge feed pumps, two grinders, and all designated interconnecting piping, valves, and fittings. The CONTRACTOR shall protect in place the designated drain piping, plant water piping, reclaimed water piping, high pressure air piping, and sump pumps.

6. Building C cake transfer shall be removed and disposed of as shown on the Plans including two sludge cake transfer pumps, two hydraulic power unit pumps, one conveyor, two hoppers, two screw augers, miscellaneous handrails, stairs, structural beams and supports, and all designated interconnecting piping, valves, and fittings. The CONTRACTOR shall protect in place the designated drain piping, and sump pumps.

J. Grind down existing reinforced concrete equipment pads, for pumps, grinders, pipe supports, and other items, to match adjacent existing pavement. Embedded reinforcing steel, and anchor bolts shall be cut off one inch below the existing surrounding slab. The slab shall be patched with non-shrink grout to restore a smooth walking surface to match the existing adjacent undisturbed slab surface.

K. In areas where demolition is shown on the Plans, cut back flush and seal any pipe stub-outs remaining, and remove exposed piping, conduits, fixtures, J-boxes, light fixtures, water fixtures, and supports. Switches, receptacles, and boxes shall also be removed. Concealed piping and conduits shall be removed or capped and abandoned as necessary to facilitate the remodeling work. All other items shall be removed as shown.
3.5 BELOW-GRADE DEMOLITION

A. Footings, foundation walls, roots, below-grade construction and concrete slabs on grade shall be demolished and removed, or as indicated on the Contract Drawings.

B. Below-grade areas and voids resulting from demolition of structures shall be completely backfilled using structure backfill in accordance with Specification section
02200, Earthwork.

C. After fill and compaction, surfaces shall be graded to meet adjacent contours and to provide flow to surface drainage structures, or as shown.

3.6 DISPOSAL OF DEMOLISHED MATERIALS

A. Demolition and removal of debris shall be conducted to ensure minimum interference with roads, streets, walks, and other adjacent occupied or used facilities which shall not be closed or obstructed without permission from the DISTRICT. Alternate routes shall be provided around closed or obstructed traffic ways.

B. Site debris, rubbish, and other materials resulting from demolition operations shall be removed at the CONTRACTOR'S expense. Burning of removed materials from demolished structures shall not be permitted on site.

C. The CONTRACTOR shall provide a schedule for approval by the ENGINEER, for removal of demolished materials. Removal and disposal shall be performed in a timely manner.

3.7 DISPOSAL OF NON-FRIABLE ASBESTOS

A. If non-friable asbestos cement pipe (ACP) is identified, the CONTRACTOR shall employ adequate care to maintain the pipe in a non-friable condition. Removal of ACP shall be in whole sections where possible. Cutting or breaking of ACP to facilitate removal shall be in compliance with California Regulations, Title 8, Section 5208. At a minimum, the CONTRACTOR shall follow the following requirements for ACP that is to be cut or broken:

1. The CONTRACTOR shall evacuate the area of unauthorized and untrained personnel, post warning signs, and provide a demarcation zone and adequate barriers to keep unauthorized personnel out of the area.

2. The CONTRACTOR shall provide personal protective equipment consisting at least of a respirator and disposable clothing to asbestos accredited workers performing the cutting or breaking of ACP. Respiratory protection shall be in accordance with the requirements of California Regulations, Title 8, Section 5144.

3. The area to be cut or broken shall be adequately wetted with amended water to reduce fiber emission. The method employed by the CONTRACTOR shall minimize fiber release. Power saw cutting will not be allowed. All related debris from the cutting or breaking of ACP shall be considered friable. The CONTRACTOR shall dispose of friable material in accordance with California Regulations, Title 22.

4. All waste generated and ACP shall be wrapped in 6 mil polyethylene sheeting or bags and shall be properly transported and disposed of.
B. The CONTRACTOR is responsible for all ACP removal and associated contamination. CONTRACTOR shall coordinate with local landfill regarding disposal of non-friable ACP acceptance requirements. CONTRACTOR shall submit removal and disposal plan prior to beginning demolition.

C. Payment for disposal of non-friable asbestos-containing materials shall be included in the lump sum Bid price for demolition and no separate payment will be allowed.

3.8 DISPOSAL OF FRIABLE ASBESTOS

A. Friable asbestos-containing materials is defined as material that can be crumbled, pulverized, or reduced to powder by hand pressure. All friable asbestos-containing materials shall be considered as hazardous waste and shall be transported by a licensed hazardous waste hauler. Procedures for handling friable asbestos-containing material shall conform to all applicable laws and codes and as detailed in AQMD rule number
1403. Friable asbestos containing materials shall be disposed of at an approved hazardous waste landfill. CONTRACTOR shall submit removal and disposal plan prior to beginning demolition and confirmation that material shall be handled by technicians certified by Cal-OSHA.

B. Upon discovery of friable asbestos, the CONTRACTOR shall immediately notify the
ENGINEER

C. Payment for the disposal of friable asbestos-containing materials shall be included in the lump sum Bid price for demolition and no separate payment will be allowed.

3.9 PATCHING AND REPAIRING

A. The CONTRACTOR shall provide patching, replacing, repairing, and refinishing of damaged areas involved in demolition as necessary to match the existing adjacent surfaces whether shown or not shown or not shown on the Drawings, with materials and procedures approved by the ENGINEER.

B. The CONTRACTOR shall repair all damages caused to adjacent facilities by demolition as directed by the ENGINEER at no cost to OCSD.

C. The CONTRACTOR shall make a detailed inspection after patching and repairing has been completed, and shall carefully remove splattering of mortar from adjoining work (particularly, but not limited to, plumbing fixtures, trim, tile, and finish metal surfaces), and repair any damage caused by such cleaning operations.

3.10 CLEANING

A. During and upon completion of work, the CONTRACTOR shall promptly remove unused tools and equipment, surplus materials, rubbish, debris, and dust and shall leave areas affected by work in a clean condition, acceptable to the ENGINEER, in accordance with Paragraph entitled “Environmental Control” of the General Requirements.

B. Clean adjacent structures and facilities of dust, dirt, and debris caused by demolition, as directed by the ENGINEER, and return adjacent areas to the condition that existed prior to start of work.

C. The CONTRACTOR shall remove and legally dispose of demolished materials and debris from the site.

D. The CONTRACTOR shall clean and sweep the street and road daily.
3.11 SALVAGE

A. OCSD and CONTRACTOR shall tag all salvageable items. The tag shall indicate what the item is, the location and equipment it was removed from, and the date of removal.

B. The following items shall be salvaged by the CONTRACTOR:

1. Building M – Existing RIO I/O chassis with all cards and PLC processors with chassis and power supplies.

2. Truck Loading Facility – HMI Workstation

C. The CONTRACTOR shall deliver all salvaged items to the location designated by the
DISTRICT upon approval of the ENGINEER.


D. All non-salvageable items shall be removed at the CONTRACTOR's expense.
